Description:

General Summary:

Installs, maintains, and tests all types of Central Office facilities, toll and subscriber carrier systems, and associated equipment. Ensure service delivery by maintaining operational status and security of the Internet Protocol (IP) Network and related equipment. This individual will take direct responsibility and maintain, monitor, backup, configure, and secure systems operating at layers 2 through 6 of the OSI model. Will deploy and integrate new systems and services as required. Monitors quality of toll, extended area service (EAS), special circuits, and other subscriber carrier facilities. Takes trouble reports and clears trouble.

Essential Job Functions:

 Analysis and advanced trouble shooting of the network.

 Maintains, monitors and ensures security of the network.  Accountable for the integration of new capabilities and systems. 
 Responsible for configuring all routers and switches, perform periodic backups of configuration files, monitor customer service, and ensure proper documentation and IP management.

 Ensure special circuits, customer VOIP, video, and data reliability and be responsible for planning complex routing, optimizing bandwidth throughput and utilization of the network.

 Configure EMSs to actively monitor the network and trigger alarms as appropriate.

 Respond to alarms to resolve error conditions.  Repairs Central Office equipment by performing diagnostic tests to locate trouble and performing necessary repairs using mechanical and electrical power tools and equipment.

 Ensures functionality of newly installed Central Office equipment by performing acceptance tests as appropriate.

 Ensures quality service by monitoring quality of toll, extended area service (EAS), special circuits, and other subscriber carrier facilities.

 Provides customer service by receiving trouble reports and clearing trouble. Completes appropriate reports and records and forwards information to appropriate departments.

 Must be capable of handling a high pressure work environment and maintain composure during a network crisis.

 Subject to call-outs during off duty hours, including nights, weekends, and holidays.

 Will assist in any and all Central Office Department job functions as required.

 May assist Outside Plant Technicians with troubleshooting as needed.  Performs all other related duties as assigned by management.*

Qualifications:

Knowledge, Skills, and Abilities:

 Knowledge of telecommunications industry and digital switching technology.

 Knowledge of Central Office equipment.

 Knowledge of company products and services.

 Knowledge of company policies and procedures.

 Knowledge of industry regulations.

 Skill in installing, repairing and maintaining Central Office switching equipment.

 Skill in using mechanical and electric power tools.

 Skill in analytical thinking and problem solving.

 Knowledge of routing protocols, be able to use network monitoring tools and be knowledgeable of security technology and methods, such as firewalls and VPNs.

 Must be knowledgeable in Subnetting, Change management, Principles of IP routing, OSPF, BGP, MPLS, and TCP/IP stack. Must understand the principles of stateful firewalls and IP defense in depth, ACLS and VPN’s

 Ability to communicate with co-workers and various business contacts in a professional and courteous manner.

 Ability to read and interpret documents such as schematics, blueprints and circuit diagrams.

 Ability to pay close attention to detail.

 Ability to evaluate, test, and repair sophisticated equipment.

 Ability to work independently and make sound technical decisions using information at hand.

 Ability to translate business needs into security policies.

 Must have the ability to handle a high pressure work environment and maintain composure during a network crisis

 Must have the skills and ability to do cable termination and wiring, document systems and changes and translate service requirements into working router configuration.

 Ability to effectively function as a team player.

Education and Experience:

High School diploma or equivalent plus specialized training in electronics. One to two years experience in Central Office/Plant operations also required.

Cisco Certified Network Associate Service Provider (CCNA SP) Current Driver’s License.
