JCPenney Procurement is seeking a Sr. Sourcing Specialist with 3-5 years related experience in strategic sourcing of IT software and / or information and digital technology services to champion improved processes with lower expense and risk to the business. The Sr. Sourcing Specialist will develop and execute sourcing strategies of indirect technology and service spend in support of Procurement’s strategic initiatives.

Key Drivers of Buyer Position:

Develops and executes sourcing strategies for software and / or information and digital technology services Executes a disciplined strategic sourcing process with a focus on continuous improvement in total cost, innovation, quality and service. Interfaces successfully with the company’s various business units and departments to ensure collaborative, timely and effective approaches to sourcing events and project implementations. Negotiates preferable costs and contract terms on behalf of the internal stakeholders and best interests of the Company. Identifies cost reduction initiatives through data analysis and strategic collaboration with business and finance stakeholders. Implements supplier management techniques to drive increased value and foster innovation. Assesses current and future market trends, and prepares price forecasts for the business. Develops supplier risk mitigation strategies. Identifies and implements process improvements in assigned categories. Develops total cost of ownership (TCO) financial models, derive outcomes, and presents results in executive summaries. Ability to present negotiation results to internal stakeholders and influence decisions related to procurement activities. As business requirements evolve, significant expertise in the procurement of software tools will be required to properly support the growing needs of the business.

Skills Required:

Must possess strong problem solving skills and maintain attention to detail to ensure successful project execution. Be able to perform in a demanding environment while juggling multiple competing priorities. Position requires strong negotiation skills, the ability to gather and analyze data, assess risks / gaps and make recommendations. Responsible for driving results on projects, implementing change and reporting progress to leadership. Ability to be both proactive in thought while being reactive in response to unforeseen situations. Must be proficient with MS Office products; specifically Word, Excel and Visio. Understanding of Oracle ERP applications a plus.

Qualifications:

Education / Certification / Licenses:

Undergraduate / BS degree preferred with 3-5 years related purchasing / buying / sourcing industry experience.

CPM / CPSM certified a plus

Six Sigma certification a plus
