Description:

Performs the full range of professional administrative and technical duties involved in the planning, preparation, negotiation, analysis, project management and administration of complex solicitations, contracts and grants for professional services, technology, rolling stock, capital construction and equipment. Leads or assists project managers, departments, and/or external stakeholders/agencies in selection of procurement methods and strategies. Plans, prepares, issues, negotiates, manages, and awards solicitations and contracts for the Authority in accordance with policies and procedures in compliance with FTA regulations and other federal and state laws. Provides technical expertise and assistance related to procurements, contracts, and grants. Performs contract and grant administration and final close-out. Serves as subject matter expert to management at all levels on matters pertaining to procurement, contract, and grant administration. Assists in the development and implementation of all procurement policies and procedures associated with the application, acquisition and administration of grants and contracts. Position is responsible for the cradle-to-grave management of procurements and contract administration.

Qualifications:

EDUCATION/TRAINING:
Bachelor’s degree in Business Administration or related field with a broad background in public procurement policies, procedures and regulations preferred. Must have extensive course work and/or experience in the principles and practices of business management, contract administration and purchasing. EXPERIENCE:
Five years’ experience with demonstrated progressive competence in complex contract negotiation and administration, strategic sourcing, vendor management, or other procurement work experience. Strong preference given to experience in federal and state procurement rules and regulations involving grants, contracts management and administration; specifically FTA Circular 4220.1F, FTA Circular 5010.1D, FTA Master Agreement, Code of Ethics, Buy America, Anti-Lobbying, Non-Debarment, Brooks Act, Cargo Preference, DBE, EEO, Davis-Bacon, etc. Knowledge: Advanced knowledge of contractual law and applicable federal and state procurement laws and procedures (noted above). Extensive knowledge in contracting construction and professional services contracts. In depth knowledge of various types of contracts, contract procedures, terms and conditions, and contractual documents. Knowledge of, and the ability to apply, procurement and business best practices. JD Edwards and SIRE experience preferred. Skills: MS Office proficiency at an intermediate level in: Word, Excel, Outlook; Multi-tasking, project management, and proactive problem solving Contract negotiation and strong written and verbal communication skills as well as organizational and follow-up skills Abilities: Ability to handle heavy workloads with tight deadlines while under minimal supervision and to understand and interpret contracts and pay close attention to details. Ability to effectively communicate, orally and in writing, using proper spelling, grammar, and punctuation in a professional manner with UTA senior management/staff, outside organizations, and interested parties. Ability to read and interpret basic blueprints and technical specifications as well as research and analyze information. Must possess strong ethics and integrity having perceived fairness, tolerance, honesty; consistent in application of policies and procedures. This position requires an initial and annual credit check. This position also requires regular and predictable attendance. - OR - An equivalent combination of relevant education and experience.
