JOB SUMMARY: This is an appointed merit-exempt (at-will) position appointed by and under the administration of the Davis County Clerk/Auditor.

This position provides secretarial and administrative support to the Davis County Clerk/Auditor and associated staff. General work guidelines are normally established by the Clerk/Auditor; day-to-day activities require the use of initiative and judgment, particularly when prioritizing work from several staff members, dealing with confidential materials or when dealing with the public.

EXAMPLE OF DUTIES (This description lists the major duties, responsibilities and requirements of the job and is not all-inclusive. Performs confidential secretarial and clerical tasks of a varied nature, some of which may be unique to the Clerk/Auditor office, requiring a thorough knowledge of the Financial, Personnel, and Information Systems Policies and Procedures of the County. Performs a wide variety of administrative and general clerical assignments; answers phones, screens calls and forwards to proper destination; greets office visitors; provides notary services; receives complaints and inquiries, refers them to appropriate person or office. Directs and manages any and all public relations efforts (internally and externally) of the Clerk/Auditor offices including but not limited to social media and newsletters. Ensures that all communications from the office meet proper written and oral English standards. Composes and types letters, memoranda, reports and forms with or without review; schedules and maintains calendar, appointments, and email accounts for Clerk/Auditor; makes travel arrangements; schedules use of Clerk/Auditor Chambers. Opens and distributes mail to Clerk/Auditor. Organizes and maintains files of the Clerk/Auditor as directed; organizes and maintains official county records of Clerk/Auditor Office. Organizes documents for weekly Commission Meetings that are to be to be attested by the Clerk/Auditor such as contracts, resolutions, budget changes and Personnel Register. Takes, transcribes, and distributes minutes of assigned meetings. Publishes notices, ordinances, and other announcements. Provides administrative support for the Budget Committee through scheduling, agenda preparation, posting public notices, audio recording of meetings and preparing minutes. May process and maintain a variety of accounting records including purchase orders, vouchers, budget adjustments, payroll, and accounts receivable and payable; prepares various detailed and complex monthly and annual reports and spreadsheets. Maintains files for department personnel. Prepares various Human Resources forms for current staff, new hires and terminations. Coordinates with Human Resources to ensure compliance with County policies and procedures. Completes Workers Compensation Employer’s First Report of Injury or Illness for department’s industrial injury reports. Maintains accurate records of hours worked by each employee and performs time entry for the department; secures timesheets. Orders office supplies and equipment; maintains inventory. Responsible for maintenance of office equipment; arranges service calls for routine maintenance and repair of office equipment. Responds to technical questions and complaints; resolves problems. Operates computer and/or other office equipment. Operates a motor vehicle in a safe manner and in compliance with all Utah laws and regulations. Performs related duties as assigned.


MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor’s Degree, OR at least six (6) years of full-time senior level administrative support experience related to the duties in this description. An acceptable combination of education and experience may be considered, substituting one for the other on a year for year basis.

OTHER QUALIFICATIONS: May be required to obtain a State of Utah Certificate of Authority of Notary Public. Selected applicant is subject to a criminal history background check. Furnish personal transportation for on-the-job travel; employees driving a personal or a County vehicle for job related travel must possess a valid driver license and must operate a motor vehicle in a safe manner and insure motor vehicle is operating in a safe manner; new employees with an out-of-state license must obtain a valid Utah Driver License within sixty (60) days of hire date (exceptions for military personnel and their dependents). Employees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code.
