The WI Department of Natural Resources is hiring three (3) Section Chief
positions in the Natural Resources Program Manager classification within our
Environmental Management Division . All three positions will be stationed
at the Central Office in Madison. The working titles for each position are:
Water Evaluation Section Chief, Chief of Permits Section, and Business
Services Information Technology Section Chief.In partnership with individuals
and organizations, the DNR staff manage fish, wildlife, forests, parks, air,
and water resources while promoting a healthy, sustainable environment and a

The Water Evaluation Section Chief position administers the Water
Evaluation Section in the Bureau of Water Quality under the general
supervision of the Director, Bureau of Water Quality. The position directs and
manages the statewide surface water standards development and implementation
program. It oversees development and implementation of water quality
standards, oversees development of statewide procedures and policies related
to the establishment of use designations and manages the development and
implementation of the Department’s statewide impaired waters program and
integrated report, including the modeling and development of total maximum
daily loads (TMDLs). The position directs the development of administrative
rules for water quality standards and use designations, and for implementation
of such standards throughout the state and across Department programs. In
conformance with the WQ Bureau Strategic Plan and the Monitoring Strategy, the
position supports monitoring activities for the development of water quality
standards, use designation, impaired waters listings, 303(d), and TMDL
modeling and development decisions.
The Chief of the Permits Section position has primary responsibility for
managing the Water Quality subprograms contributing to the development of
complex wastewater discharge permits, and the processes associated with
compliance of the wastewater program.
The Business Support and Information Technology Section Chief position
leads, directs and administers all policy, budget, personnel, owner financial
responsibility, information technology and communication activities within the
Business Support and Information Technology (BSIT) Section in the Water
Quality Program (WY), Division of Environmental Management (EM). Section chief
positions within the Division are expected to perform their duties in service
to the entire Division and with the full scope of the Water Quality Program in
mind. This position is responsible for developing, directing, coaching,
mentoring and supervising permanent and LTE staff. This position serves on
management teams and is expected to be an active contributor. This position is
a member of the EM Division’s Business Services Team. Customer and partner
groups may include DNR staff, citizens, citizen groups, industry leaders,
tribal governments, and governmental and educational representatives.

eligibility to work in the United States, and to complete the required
employment eligibility form (I9) upon hire.
Qualifications :
To be considered for any of these positions, required qualifications
include:
•Experience developing and interpreting policies: including developing and
interpreting policy for non-profit and governmental agencies.
•Knowledge and experience with Water Quality programs: including paid or
unpaid experiences working with Water Resources policies, Wastewater, Water
Permits, and/ or Lake and River water programs.
•Experience in a Leadership role: including counseling, leading teams, team
building, and/ or project management.
Additionally, for the Business Services Information Technology Section Chief
position only , the following criteria is also required :
•Education or experience in a fiscal management role such as a specialist,
consultant, or comparable position in a budget or fiscal management related
field.
In addition, preferred qualifications for all of the positions include:
•Experience in a Supervisory position: including hiring, dismissing,
counseling, and/ or performance management.
•Experience working for or partnering with the Environmental Protection Agency
(EPA).
